Tier II Reporting

The Hazardous Material Business Plan (HMBP) was established in 1986 with the purpose of minimizing or preventing the release of hazardous materials in addition to satisfying the Emergency Planning and Community Right-To-Know Act (EPCRA) 311/312 regulations. Tier II Reporting/HMBP applies to facilities that handle hazardous materials in quantities equal to or greater than 55 gallons of liquid, 500 pounds of solid, or 200 cubic feet of compressed gas, or extremely hazardous substances above the threshold planning quantity (40 CFR, Part 355, Appendix A).  Facilities that needs to comply with this regulation is required to submit their hazardous material inventory; develop a facility map; and develop an employee training plan and contingency plan.
